What is being said and what is in place to protect women victims

This paper analyzes the current regulatory scheme conceived to protect women, mainly as victims of violence in a provincial State of Argentina. It inquires about the institutionalization or not of the spaces conceived by the legal norm as necessary and adequate for the possible development of the pertinent public policies. This is because, of course, these institutional spaces conceived from the legal point of view should find their correlate in the institutional design in an effective way, but we have noticed that what seems to be a truism does not necessarily happen, and we understand that this tension between what is recognized as necessary and what is effectively implemented, derives in the possible attribution of international responsibilities in the face of the State's omission in the face of the commitments assumed in the framework of the standard of women's human rights.
