The free, transparent and democratic nature of elections is open to interpretation. It is not an exact science, but an assessment that must take into account all reliable evidence and the extent to which the combination of factors chosen alters the true intentions of voters. It is important for the public to know the extent to which non-compliance with electoral laws and procedures is likely to undermine the quality of elections.
