Two-Level-Games in Seattle and Doha: Domestic Influences on WTO Negotiations

After an introduction to Putnam's theory and a brief overview of other theories of political economy explaining trade politics, the positions of key players in the negotiations are assessed. Special attention is then given to the role of issue linkages in the context of the WTO's single undertaking approach and recent blockades in the negotiations.
