The book clearly indicates that human resources (HR) are the key players in all heath services activities, as health services are highly labor intensive, and that is the reason why these resources should be carefully planned to avoid under and over supply. It has included several options on how to conduct the planning process depending on the context of each country. The author tried to analyze the options critically and also made efforts to show the pros and cons of each method of planning the health work forces/human sources.
