The Local Governments Dilemma In Accommodating The National Regulation

The local understanding about regulation made by the central government sometimes cannot be fully performed that certain norm regulating the legal relationship does not achieve the objective needed by the existence of the regulation. There are many reasons to explain that, this condition happens in the management policy of the Coastal Zone. The regulation of national sense has been formulated but the spirit of the Local Government to develop a Regional Regulation about the management of Coastal Zone is not fully realized; as the result empowerment efforts to the coast communities face many obstacles. In reality, the coastal communities, especially fishermen, are still cornered by their poverty problem.
