The Essentials of Congolese Tax Law

Taxation is a complex, shifting and changing subject. It is not easy to understand, especially in a country like the Democratic Republic of Congo, which has to deal with an unstable internal situation that is not conducive to the development of an efficient administration, and at the same time with a very competitive international context that requires constant modernization and adaptation. In addition, the Congolese tax system has been decentralized fairly recently, with an increased role for the provinces in tax collection. The difficulty of gaining an overview of the subject matter is reinforced by the fact that the subject matter is scattered in various laws, adopted at different times and of varying effectiveness. In this context, the pedagogical challenge that Mr. Mechack KASANGANA NGOY has taken up is a major one. But it is unquestionably necessary. Works such as this one, which are mainly addressed to a non-specialist public, students and citizens, are important to inform and help understand the specificities and subtleties of Congolese tax law.
