Sustainable financing mechanisms of the International Commission

The Congo Basin, the second largest water basin in the world after the Amazon in Brazil (its surface area is approximately 3,822,000 km2 ) and the largest in Africa (its flow rate is 39,000 m3/second), is one of the richest ecosystems in the world. Its water resources are immense and its biodiversity invaluable. For its development, an organisation called the International Commission of the Congo-Oubangui-Sangha Basin (CICOS) was created on 6 November 1999 with the mandate to promote Inland Navigation and Integrated Water Resources Management. The resources available to this institution to ensure its operation and finance its investment projects are not only insufficient to meet its enormous needs, but also unstable.This book presents in detail the sources and needs of CICOS funding and at the same time proposes potential sources for its sustainable funding.
