Studies on access of people with disabilities to ICTs in Togo

The United Nations Convention on the Rights of Persons with Disabilities, which entered into force on May 3, 2008 and ratified in March 2011 by Togo, is a great opportunity to mobilize the Togolese authorities for the recognition and promotion of the rights of people with disabilities. Article 21 of this convention specifically concerns access to information and stipulates that all measures must be taken to promote and facilitate accessibility to information for persons with disabilities. This accessibility to information necessarily requires knowledge and mastery of ICT, better internet access and better skills to access and disseminate information on the situation of people with disabilities and their rights. There is very little reliable and usable quantitative and / or qualitative data on the living situation of people with disabilities. Even if this information existed, there would still be the question of the access of those first concerned to this information. This study, at this stage, quite exploratory, gives us an idea of ¿¿the access of people with disabilities to ICTs by type of disability in Togo.
