Right to development, does it serve Africa for its development ?

In the light of the increasing appearance of France in African problems, the political game between France and China and the desire of West Africa countries to establish their own local currency, I come to ask myself, what has been the accomplishments of the Right to Development since its implementation in 1986. In my opinion, an  industrialized country will not help another one on the basis of a right without interest, which some African countries have yet to comprhend. Right to development is a guidance to understand development. It cannot be used as an international legal standard unless used domestically. Development is not western industrialized countries business, it is an African problem.
