Qualimetry as a measure of social policy effectiveness

This book serves as an instruction in the implementation of the Regulation on the procedure for monitoring the quality of municipal services provided by local self-government bodies of the Kyrgyz Republic developed in accordance with the Law of the Kyrgyz Republic "On Local Self-Government" and other normative legal acts of the Kyrgyz Republic. This Regulation is mandatory for local governments, municipal institutions, individuals and legal entities whose activities are related to the provision of municipal services, but this Regulation remained unimplemented and is a draft. The Regulation should be developed and implemented before the end together with the department of analysis and monitoring of the functions and powers of local self-government bodies of the State Agency for Local Government and Inter-ethnic Relations under the Government of the Kyrgyz Republic. These tasks were approved by the National Strategy of Sustainable Development for the period from 2013-2017, the Program of Development of LSG for 2013-2017 and the Concept of Administrative-Territorial Structure, and are also carried out as part of the implementation of the Law of the KR "On the procedure of delegating certain state powers to LSG bodies".
