Public procurement in Togo, strengths, weaknesses, difficulties

This book raises the issue of the performance of the public procurement system and the impact of their office on the performance of the public procurement system in Togo.The objective of the study is to identify the strategies adopted by the respondents to achieve greater transparency and speed in the processing of public procurement files. The implementation of a contracting authority's (CA) projects necessarily requires the establishment of a procurement chain responsible for planning the execution of the specifications of the said projects. What work strategy does this procurement chain manage to put in place for an effective and efficient achievement of the objectives pursued by these projects? What are the possible obstacles to the execution or effective implementation of the projects in the sphere of the actions and activities carried out? What analyses can we make of the impact of the implementation of development projects on the beneficiaries? These are the questions we will try to answer. The existence of a handover chain in a structure or project makes it possible to make the actors accountable.
