The right to political participation Voting rights are granted in the Austrian legal system only to citizens. The aim of this paper is to examine whether selected arguments from the philosophy of law support granting the right to vote also to persons without citizenship. In order to answer this question, political participation rights will be justified with the understanding of law according to Jürgen Habermas and on the basis of human dignity according to Stephan Kirste.
