Management by results

Results-based management (RBM) is a tool of the new public management that allows to manage differently public affairs that were previously essentially resource-based. Developed in the 1990s, RBM will be truly integrated into the public system in the 2000s, as can be seen in Quebec with the Public Administration Act of 2000 and in France with the Loi organique relative aux lois de finances of 2001. With its measurement instruments such as accountability, responsibility, quality of service offers to citizens, accountability, RPM is today the management framework of choice for governments. In Benin, RBM was first instituted by decree in 2005 before being made mandatory by the Organic Law on Finance Laws of 27 September 2013. However, its application continues to pose a real problem in some administrative structures. This document recalls some key factors and elements that form the basis for results-based management.
