Forms of placement of children without parental care

Until recently, a child's right to a family was considered exclusively in the context of family and civil law. Recent legislative changes, draft laws being developed, and new studies by theorists and constitutionalists on family and childhood issues demonstrate the relevance of developing the constitutional and legal aspects of a child's right to a family. The right to family applies to the child from the moment of birth, as well as to other family members, and the absence of an explicit reference to the right to family in the text of the Russian Constitution does not mean that there is no such right. A child's right to a family as a fundamental right is natural, absolute and inalienable (Article 17(2) of the Constitution of the Russian Federation).
