Community Participation in Post Disaster Management

Addressing the post disaster rehabilitation and reconstruction (PDRR) needs of communities are challenging due to socio-cultural, economical and environmental differences in many societies. In post disaster Nepal, PDRR process is not been successfully implemented due to lack of community participation (CP). Active participation of the community in PDRR is vital. Government and other organizations therefore should ensure CP by creating opportunities for lobbying (participating to decision making process, providing & accessing information from the community to government and vice versa); encourage owner driven process; Improve the recognition of community capabilities & needs; Empower local action; integrate local & community leaders in to PDRR process; contribute to reduce corruptions (accountability and transparency) and maintain community assets. The Study elaborates view point of the community members regarding the PDRR Process and given opportunity for them to participate. However, there is a need to address challenges, such as Lack of good governance process; Lack of Leadership; Lack of information; lack of Man power and self oriented community attitude based on cast system.
