As a process it involves the 'local' people and their synergitic relationships of support with activitist institutions that are development oriented. Those communities that have deliberately natured and improved their social capital networks tend to enjoy more benefits from their community development initiatives than those with limited social capital reserves. Where there is good quality social capital participation is greater and beneficial to community development.
