CEMAC Government and Community Governance

Despite the progress made since 1999, integration appears to be advanced on paper because of the many decisions taken, but it is not very advanced in practice because of the weak implementation of these decisions. In order to make the subregion more dynamic and accelerate the integration process, the CEMAC authorities decided to adopt an Institutional Reform Program. Within the framework of this PRI, a vast reform project was launched in 2007 to achieve a major qualitative leap in the governance of the Community's institutions, bodies and specialized institutions. An analysis of the latter reveals the reasons and resources for rebuilding CEMAC with a view to reconfiguring community government and governance. In addition to the political-institutional and bureaucratic-managerial motivations for reforming and reconfiguring governance that this program gives rise to, the strategic-organizational and technocratic-managerial foundations for reconfiguring and reformulating community governance are also apparent.
