CASE STUDY OF REGULARIZATION OF WORK IN THE MUNICIPALITY OF CERRO LARGO-RS

Recent studies show us that cities have been suffering from the irregularities of the works due to non-compliance with the laws, both municipal (master plan), state and federal. It is necessary to find what is at odds with the various forms of irregularities in the urban structure. Regularization is the process of public mediation that aims to legalize populations in disagreement with the laws, master plans and urbanization for housing purposes. The urban regularization is related to the conformity of the urban housing insertion in the federal constitution, in the norms of land use and parceling. Clandestine dwellings are sometimes motivated by the lack of public policies; adequate urban planning, deficiencies in inspection, lack of financial and human resources, among others. This work aimed at identifying cases of regularization of urban works in the municipality of Cerro Largo - Rio Grande do Sul, analyzing the urbanistic aspects and identifying the irregularities of urban works, pointing out the possible origins, causes, consequences that interfere in the social and structural development of the cities.
