Capitation payments: effects on maternal care and under-five mortality

The capitation pilot in ghana achieved its cost containment objective with very little insights into service provision especially maternal and childcare and progress towards SDG3.Electronic data on maternal care provision and under-five mortality from health facilities were analyzed using an interrupted time series design for periods during the capitation program and after it ended.first, trends in adequacy of antenatal care declined during the program, and reversals were recorded after the program ended. Secondly, the period after the program ended was associated with a significant increase in the trend of cesarean surgeries compared to the period before. under-five mortality trends did not differ significantly during and after the capitation pilot.Capitation repressed adequate antenatal care and had no effect on under-five mortality. introduction of capitation should be prefaced with a lot of stake holder engagement and education.
