Shorttitle This document reports on a change project conducted in Newark, Essex County, New Jersey during the year 2005-2006. The change project addressed the problem of recidivism among African-American and Latino males between the ages of 13 and 18 that are from low-socio-economic single parent households. This change project was conducted by the Assistant Director at Youth Advocate Programs, Inc. located in East Orange, New Jersey. This project addresses the scope of the problem and who is affected. This document will further discuss a few causal factors as well as social and economic implications. This document will consist of seven chapters.
