It is estimated that about 15% of the world's population are people with disabilities, 75 million people in the world require a wheelchair (RDS), but only 5% to 15% of them have one. The importance of mobility is reflected in the United Nations Convention on the Rights of Persons with Disabilities, which promotes "effective measures to ensure that persons with disabilities enjoy personal mobility with the greatest possible independence". The WHO recommends 8 steps to ensure that an individual has an adequate RDS, which must meet the needs of the user and his or her environment, offer appropriate fit and postural support, be safe and durable. Argentina has a highly segmented, fragmented, heterogeneous health system with unequal quality of care where access to a RDS is often difficult, particularly for those with fewer resources.
