Urban Planning Tools in Rwanda

This work carried out on " Elaboration and Implementation of Urban Planning Tools in Rwanda: The case of Kigali Conceptual Master Plan" was basically guided by a scientific methodological approach in order to analyze the major opportunities and challenges for implementation of urban planning tools in Rwanda.The formulated research questions were captured from the consultation sessions held with a variety of stakeholders in terms of participatory planning schemes. These research questions allowed the Author to formulate good hypothesis and objectives for the study. The research was carried out and focused on the City of Kigali in the Republic of Rwanda, more specifically in the three districts of Nyarugenge, Gasabo and Kicukiro.The findings revealed that the elaborated Kigali Conceptual Master Plan has some opportunities for its implementation.However, major challenges were also registered. The Government of Rwanda is making good achievement in the Urban Planning and Development Sector through the financial, institutional and legal framework enhancement.The work recommends measures for decision makers, further researchers and academia.
