I have personally a background as a consultant in education in ministeries in many developing countries that are committed to education as a tool for development. When we have taken a stance on what we want to use education for and what effects it might have for its goals, then it is time to ask what quality in education is, that is how we may evalualate if it is up to standard for its wanted goals.
