OPTIMIZING PUBLIC REVENUE COLLECTION

Decentralization occurs in a political field marked by a multitude of instances of local power. It creates a context of confrontation between, on the one hand, the forms of funding of politics and the functions of notables from informal revenues and levies on resources and, on the other hand, the new rules of funding for development. regional which imply a certain formalization and then budgeting of these taxes. Its success at the local level strongly depends on the compromises to be found regarding the mode of the various recipes between the different actors. Two major currents seem to emerge from the multiplicity of local development in general and that of the SAVA Region in particular. A first current consists of the systemic analysis, the action and the place of learning of the consultation. A second current stems from a certain conception of solidarity. The systemic approach emphasizes the role of institutions and the Public-Private Partnership which is the prerogative of local leaders, the basis for development in the event of the application of good governance.
