Managing unpredictable digital project goal drift

The digital revolution has transformed our lives and societies at an unprecedented speed and extent (UNCTAD, 2019). The Beninese government is also very ambitious in this regard and intends to transform Benin into the reference platform in West Africa (PAG, 2016). To keep up with this movement, the University of Abomey-Calavi has entrusted the Service de la Promotion des Technologies de l'Information et de la Communication with the mission of carrying out and implementing the policy of complete digitization of all existing procedures. However, this service, like most organizations that are undergoing their digital transformation, is experiencing difficulties in managing the drift of the objectives of the unpredictable digital projects entrusted to it. Our study was oriented towards the agile tools proven to manage such situations and adapted to the development context of these types of projects, in particular the tools of the scrum model. At the end of the study, we designed a concept note for the implementation of the recommendations.
