Management Control Systems

Management accountability is the expectation that managers are responsible for quality, reliability and timeliness of operational performance leading to higher productivity and profitability. Planning and control are therefore integral to organisational systems. In a perfect world, things would work as per plan, however, due to environmental risks and uncertainty, performance variability abounds resulting in variance between plans and actuals. Development of infrastructure including airports, ports, roads, railways, power and urban infrastructure is inadequate especially in emerging economies. Public Private Partnerships (PPPs) were seen as the panacea for the shortcomings of the state. However, they present enormous implementation challenges to both governments and private sector. The management control systems (MCS) adopted by 50 infrastructure PPPs in India is studied in this book to determine a relationship between MCS and productivity and MCS and profitability. The findings of the research provide a framework and control kit through multiple control techniques bringing an element of science to MCS thereby mitigating the job pressures of Project Managers, CFOs and CEOs.
