Stakeholders are groups, people, or institutions which are likely to be affected by a program in a negative or positive way. The researcher was interested in the involvement of PWDs in strategy formulation having observed that the disabled were being excluded from participating in HIV strategy formulation as well as implementation in NON Governmental Organization in Masvingo rural and urban districts. The objectives of the study were to determine the extent of involvement of PWDs in the formulation of strategies in Masvingo urban and rural districts, to find out if the disabled persons have a desire to be involved in HIV programs and to identify ways by which existing programs can be modified to involve PWDs. This phenomenological descriptive study collected data using questionnaires from 50 managers from a population of 25 NGOs using purposive sampling method and 25 people living with disabilities through focus group discussions who were selected using convenient sampling method. Data was analyzed and presented by means of graphs and pie charts.
