Fleet management based on automatic plate reading

The road traffic in Benin is in increasing evolution but until now, almost no computerized treatment is made for the management of this sector. In this work we have defined and implemented an information system that allows to connect all the actors of the land transport management. We have designed an automatic license plate reading system in order to detect illegal vehicles or even wanted vehicles. The said system consists of a web application associated with a database. It serves not only as an interface for data entry for insurance companies and the National Center for Road Safety, but also allows to proceed with the registration of new vehicles by generating the various documents related to them (gray card, badge, etc.). The web application integrates an API to provide services to other systems. The Automatic License Plate Reading system allows to detect and notify the police via a mobile application, the vehicles not in order.
