Decentralised Planning in Kerala,India

Participatory Planning or Decentralised Planning has now become an important alternative solution to the main economic problems of the Third World Countries of today.Various forms of Decentralised Planning had been experimented by different nations with a different levels of sucess.In this regard former Yugoslavia is supposed to be the pioneer.Decentralised Planning system became a reality in India with the 73rd and 74th constitutional amendmend Acts OF 1992.Among all the Indian states Kerala is considered as the best state which implemented the Decentralised Planning system in thge most effective manner.It heralded a devolution revolution in Kerala with the transfer of a lot of functions functionaries and finance to the local Self-Government institutions.People began to participate actively in the process of local level planning.The participatory budeting system of Porto-Alegre(Brazil)has got some similarity with Keralas model of Decentralised Planning .The present book is an effort to place in the hands of people and concerned groups valuable information pon theoretical and practical aspects of Decentralised Planning in Kerala,India.
