The debate has focused on democracy,\nfederalism, decentralisation and localisation, the role of religion, women in\npolitics as well as ethnic minorities. The strategies followed to ensure\nrepresentation in the constitutional process have included civil disobedience,\naffirmative action and force. The effects of raising demands in these ways have\nbeen changes in the constitutional process and institutional design of Libya’s\ninterim political institutions rather than promises thatparticular demands as\nto the content of the constitution would be met.
