The environmental\u003c\/p\u003e\u003cp\u003eissue has moved beyond local and even national boundaries into the foreign\u003c\/p\u003e\u003cp\u003epolicy debate, since actions in one country have had adverse environmental\u003c\/p\u003e\u003cp\u003eeffects on another. As a consequence, public interests has intensified, in the\u003c\/p\u003e\u003cp\u003elight of high profile trade and environmental concerns that extends into some\u003c\/p\u003e\u003cp\u003eof these new sensitive areas such as the role of science in risk assessment, the\u003c\/p\u003e\u003cp\u003econservation of endangered species, the cross border movement of genetically\u003c\/p\u003e\u003cp\u003emodified organisms( GMOs) and measures to protect public health.\u003c\/p\u003e\u003cp\u003eEconomists, lawyers and environmentalists have called for international\u003c\/p\u003e\u003cp\u003eagreements, which abrogate national sovereignty and delegate foreign policy to\u003c\/p\u003e\u003cp\u003einternational agreements. Trade and environmental issues have come to the\u003c\/p\u003e\u003cp\u003eforefront of foreign policy, challenging and reshaping traditional interactions\u003c\/p\u003e\u003cp\u003ebetween trade and environment. Varieties of demands on the growing lists of\u003c\/p\u003e\u003cp\u003etrade and environmental issues have driven international treaties and\u003c\/p\u003e\u003cp\u003eagreements, which seem to have high costs with low benefits or ¿¿ a chilling\u003c\/p\u003e\u003cp\u003eeffect¿¿ (Conca, 2000).\u003c\/p\u003e\u003cp\u003eDue to new problems and demands, the density of international institutions\u003c\/p\u003e\u003cp\u003ehas risen in the new world order. With increasing numbers of international treaties and organizations, different international norms have become more\u003c\/p\u003e\u003cp\u003eintrusive on each other. This proposal seeks to study¿¿ international law and its\u003c\/p\u003e\u003cp\u003erelationship to trade, environment and sovereignty, with focus on Cartagena\u003c\/p\u003e\u003cp\u003eProtocol on Biosafety¿¿ as a case study to ¿¿evaluate a principle research\u003c\/p\u003e\u003cp\u003equestion: what are the contradictions between different approaches towards the\u003c\/p\u003e\u003cp\u003eenvironment of the WTO and multilateral environmental agreement (MEAs)? The\u003c\/p\u003e\u003cp\u003eaim of the case study is to find general contradictions between the WTO and\u003c\/p\u003e\u003cp\u003eMEAs and to analyze the overlap issues between different sets of multilateral\u003c\/p\u003e\u003cp\u003eagreements.
