The investigation relies on insights gained using Q methodology. A Q methodology research design was used. Q methodology is seen as mixed method research since it leverages both quantitative and qualitative methods of data collection and analysis. Semi-structured interviews based on a thematic interview guide were carried out with 15experts with extensive knowledge of setting up independent power producers (IPPs), regulating utilities and financing infrastructure projects.
