The city and the surrounding\u003c\/p\u003e\u003cp\u003eurbanized region, referred to as ¿Tehran\u003c\/p\u003e\u003cp\u003eMetropolitan Areä (TMA), is one of the\u003c\/p\u003e\u003cp\u003elargest mega regions of the world, having\u003c\/p\u003e\u003cp\u003ethe highest concentration of population in\u003c\/p\u003e\u003cp\u003eIran and the Middle-East.\u003c\/p\u003e\u003cp\u003eIn course of industrialization and the\u003c\/p\u003e\u003cp\u003eincreasing importance of Iran, Tehran has\u003c\/p\u003e\u003cp\u003ebecome magnet to companies and millions\u003c\/p\u003e\u003cp\u003eof migrants. Until 1970, the city has been\u003c\/p\u003e\u003cp\u003ethe center of the national growth, fuelled by\u003c\/p\u003e\u003cp\u003ethe centralization strategy of the national\u003c\/p\u003e\u003cp\u003egovernment. However, this changed as Iran¿s government steadily began to limit growth in\u003c\/p\u003e\u003cp\u003eTehran, while directing it into the surrounding towns of Tehran. Today, over 7 million people\u003c\/p\u003e\u003cp\u003elive in the city of Tehran and over 12 million live in the TMA (in 2005). The unprecedented\u003c\/p\u003e\u003cp\u003eand phenomenal growth has exacerbated several problems such as environmental\u003c\/p\u003e\u003cp\u003eproblems, traffic congestion, air pollution, housing shortage, lack of governmental finance,\u003c\/p\u003e\u003cp\u003eincreasing poverty as well as infrastructure deficiencies within the city and the TMA.\u003c\/p\u003e\u003cp\u003eManaging the development of the city as well as the regional\u003c\/p\u003e\u003cp\u003egrowth has been and is still a major challenge for the responsible\u003c\/p\u003e\u003cp\u003egovernmental agencies. In order to cope with growth, the\u003c\/p\u003e\u003cp\u003egovernment has made different regulation approaches and has\u003c\/p\u003e\u003cp\u003ecome up with various development strategies. The paper explores\u003c\/p\u003e\u003cp\u003ethe different regulation efforts of the governmental agencies to\u003c\/p\u003e\u003cp\u003econtrol Tehran¿s development. Therefore, this paper intends to\u003c\/p\u003e\u003cp\u003efind out if the strategies to regulate development of Tehran city\u003c\/p\u003e\u003cp\u003eand the region are the appropriate tactics to cope with growth.\u003c\/p\u003e\u003cp\u003eThis paper is organized in the following way: It starts by giving an\u003c\/p\u003e\u003cp\u003eoverview of the current settlement structure of the TMA and\u003c\/p\u003e\u003cp\u003eTehran city. In the next section, the different stages of Tehran¿s\u003c\/p\u003e\u003cp\u003egrowth are examined by explaining the national circumstances,\u003c\/p\u003e\u003cp\u003ecauses, and reactions of the governmental agencies to control the\u003c\/p\u003e\u003cp\u003edevelopment by drafting policies or plans, and implementing measures. This is followed by an evaluation of these approaches with regard to the evolving\u003c\/p\u003e\u003cp\u003econsequences and the effectiveness to cope adequately with growth.
