The challenge which makes the negotiation \u003c\/p\u003e\u003cp\u003ecomplex is that the money will be allocated to one project alone: it is the aim of \u003c\/p\u003e\u003cp\u003ethe negotiation to present the concepts within a timeframe of 15 minutes and to \u003c\/p\u003e\u003cp\u003efind a joint decision for one project out of three.
