Till 2009, when the work here-presented was written, two relevant missions were born to measure that effect: the NASA-ASI  LAGEOS space mission, aiming to measure the frame-dragging as Lense-Thirring effect basing on the combination of the orbital nodes' and perigees' precessions  of two terrestrial spacecraft; the NASA Gravity Probe B (GP-B) space mission, whose purpose was to directly measure the frame-dragging precession on the spin  axis of a gyroscope orbiting around the Earth.  The scientic community points to measure the effect with 1% error in respect to the  theoretical value, but LAGEOS and GP-B obtained an error not under 10% till 2009.  The mass of the central spinning body must be increased, in turn increasing  the evidence of the phenomenon, as suggested by Piergiovanni Magnani and Amalia Finzi. A new Jovian expendable 11-years-lifetime space mission is possible, proved by the preliminary design here-proposed.
