The researcher was mainly motivated to do this study by the ever-increasing household debt as well as ineffective and inefficient debt collection, despite metropolitan municipalities having legitimate powers for the collection of revenues. Chi-square tests and logistical regression models were used to assess the relationship between non-payment of municipal services and independent variables was statistically significant. General household survey data was used for analysis.
